Every property horror story in this corridor ends the same way: the token was paid before the
verification was done. Reverse that order and almost every scam dies on the table. This is the five-check routine we
run — before any client of ours pays anything, local or overseas.
Check 1 — Record match
The society's record must name the seller, and the seller's CNIC must match it. Sounds obvious; it is the single
most-skipped step. Variants this kills: the “seller” who is a cousin of the owner, the file sold twice,
and the plot that was never allotted at all.
Check 2 — Litigation & attachment
Plot-level, not society-level. Bahria Enclave's layout approval does not clean a plot inside a litigation-shadowed
pocket — parts of Sector O carry exactly that history, which is why its discount exists. A stay order or attachment
found after payment is a years-long problem; found before, it is a five-minute walk-away.
Check 3 — Dues & clearances
Development charges, utility dues, surcharges. Unpaid dues transfer with the plot in practice — the society will
collect from whoever wants the next transfer. The No Demand Certificate (NDC) at transfer time is the formal proof;
we pull the picture earlier, at shortlist stage.
Check 4 — Physical level
The check no document shows: walk the plot against its road. Below-road parcels in Sectors E and
B-1 need filling — and for basements, retaining work — that can run into tens of lacs. Elevated F/F-1 parcels can
carry rock and slope. For overseas buyers this is exactly what the video visit is for: the camera walks the plot edge,
the road, and the neighbours' plinth levels.
Check 5 — Stage of title
File → allotment → possession. Prices step up at each stage, and in Sectors J and N two plots on one street can sit
at different stages. You must know which stage you are paying for — a “cheap” plot is often just an earlier
stage wearing a discount costume.
The fake-file patterns specific to Bahria Enclave & Margalla Enclave
Islamabad's property market has a well-documented forged-file problem, and the two projects in this corridor have
their own tells. These are the ones we see:
- The photocopied allotment/transfer letter. A genuine Bahria Enclave file is confirmed at the
Bahria Customer Support Centre against the society's own record — never against the paper the seller hands you. If a
seller resists having the letter verified at the office, that is the answer. Match the plot number, size and owner name
on the system, not on the print-out.
- The Margalla Enclave “file” that is really a booking. DHA Margalla Enclave allots by
computerised ballot; confirm any Margalla Enclave file directly against DHA's own record and ballot result before
paying a premium on it. A ballot allotment, a file and a resale each sit at a different price — see our

- The double-sold file. One file, two buyers — the reason Check 1 (record-match at the society
office, not the seller's paper) exists. It is the single most common way money disappears in this corridor.
- The Sector O legal-history skip. Parts of Sector O carry a litigation history; a seller quoting
only the low price and not the legal status is selling you the discount and hiding the reason for it.
- The wrong-“Bahria” switch. A file quoted as “Bahria” that is actually
Bahria Town Rawalpindi (a different project ~44 km away, RDA not CDA) — always confirm the file belongs to Bahria
Enclave Islamabad specifically.
The overseas-specific scam patterns
- The urgency script: “another buyer is coming tonight, send the token now.” Verification takes days; real sellers wait for real buyers.
- The general (irrevocable) POA ask: anyone who wants broad, irrevocable power over your affairs to sell you one plot is not selling you a plot. A property sale needs only a Special POA, limited to that transaction — and a genuine one is verified by MOFA in Pakistan before any transfer office accepts it.
- The attorney's account: purchase money should move from YOUR account (Roshan Digital Account) to the seller against documents — never pooled through a middleman's personal wallet.
- The file-sticker trick: quoting a Margalla Enclave file's premium as its full price, with crores of instalments unmentioned.
