Bahria Enclave Location & Map — Where It Actually Is
Zone IV on the Bani Gala side of Islamabad, reached via Park Road and Jinnah Avenue. Distances table, access routes, the underpass status — and the Bahria Town Rawalpindi mix-up cleared up.
The As-Built/Proposed Layout Plan, digitised: pan-and-zoom map, a clickable sector schematic, and the sector-by-sector read of the white parcels the plan itself marks as outside the approved LOP — plus CDA's brand-new 20-Aug-2026 display directive.
Short answer: The As-Built/Proposed Layout Plan digitised: zoomable map, clickable sector schematic, the parcels outside the approved LOP — and CDA's 20-Aug-2026 rules.
Update, 2 October 2026: CDA has directed the sealing of Bahria Town’s site and marketing offices at Bahria Enclave over an alleged expansion from the approved 12,543 kanals to more than 18,000, and told IESCO and SNGPL to connect only per the approved layout and sanctioned building plans (The Nation and Daily Times, 25 September 2026). What the letter says, what it does not, and what to check for your plot: Bahria Enclave CDA action, September 2026.
Every serious question about Bahria Enclave eventually lands on four letters: LOP — the Layout Plan that CDA actually approved. The society’s own planning document, the “As Built / Proposed Layout Plan” below, does something no marketing map does: its legend explicitly marks the land parcels that are NOT part of the approved Layout Plan of Bahria Enclave-I (drawn as white, boundary-enclosed pockets inside the coloured sectors). We have digitised it, read it parcel-belt by parcel-belt, and put the whole thing here — the pan-and-zoom plan, a clickable sector schematic, and the sector-by-sector table.
Provenance, before anything else: this is Bahria Town’s own planning-office document (a circulating copy dating to around April 2021, shortly after the Dec-2020 layout approval) — it is not CDA’s approval instrument, plans get revised, and individual parcels can change status. That cuts both ways: treat the sheet as the best public starting point we know of, never as the final word on any specific plot. The final word is a current, plot-level check — which is exactly what CDA’s newest directive (below) now forces societies to make possible.
Reading the sheet: coloured, plotted areas = inside the As-Built/Proposed plan · white parcels enclosed by a boundary = marked by the plan’s own legend as not part of the approved LOP of Bahria Enclave-I · unbounded white with village (mouza) names = land outside the scheme · boundary colours vary with scan quality — the legend, not the line colour, is the authority.

| Sector | What the c.2021 plan sheet shows | What we advise |
|---|---|---|
| Sector A | Fully plotted; only a handful of small excluded parcels. | The cleanest sheet in the society. Still confirm the individual plot sits on the plotted grid. |
| Sector B-1 / B-2 | Plotted; scattered excluded parcels near the northern edges. B-2 exists on the plan though price lists rarely name it. | Confirm plot number on the displayed approved LOP — edge pockets are where surprises live. |
| Sector C / C-1 | Plotted but with heavy excluded pockets throughout — among the densest white-parcel areas on the sheet. C-1 EXT carries large excluded areas. | Do not buy on a society-level answer here. Plot-level LOP confirmation before any token. |
| Sector E | Small, essentially fully plotted. | Standard plot-level check. |
| Sector F / F-1 | Plotted with many excluded in-fill parcels woven between plotted streets. | Two plots on one street can differ — match the exact plot number to the plan. |
| Sector G | Largely plotted; excluded parcels mainly at edges. | Standard check; edge plots deserve the map test. |
| Sector H | Plotted with several mid-sector excluded pockets. | Verify the pocket boundaries around your street. |
| Sector I | Plotted with several excluded pockets, more near the civic zone. | Plot-level check, especially toward Civic Zone. |
| Sector J | Plotted, with several excluded parcels concentrated toward the eastern edge. | Standard check; east-edge plots deserve the map test. |
| Sector K | Boundary only — NO plotted layout on this c.2021 sheet; just an alignment through empty outline. | The sheet explains K's pricing. Buy only against a current, displayed approved LOP that actually shows K plotted — and our written verification. |
| Sector L | Plotted (zoo/public-building band included); few excluded parcels. | Standard check. |
| Sector M | Plotted and comparatively clean. | Standard check. |
| Sector N | Plotted with significant excluded pockets, especially the western/central parcels. | The possession-pocket value story is real — and exactly why the plot-level LOP check comes first. |
| Sector O | Fragmented along the nullah, heavy excluded parcels — consistent with its litigation history. | Our standing Sector O rule: written plot-level legal + LOP verification before any conversation about price. |
| Sector P | Plotted with noticeable excluded pockets — including an unlabelled plotted arm north of the sector, toward Mouza Begwal. | Standard plot-level check; for anything offered in the northern arm, confirm which sector the papers actually name. |
| Q / Civic | Q is a small institutional wedge (public building) at the far east; the Civic Zone is mostly plotted commercial with a number of excluded parcels among the blocks. | Not typical residential buys; verify use-class as well as LOP if offered anything here. |
29 Dec 2020 — CDA approves Bahria Enclave’s Layout Plan (revised approval/NOC step follows 11 Feb 2021, including Bahria Enclave-II’s 1,180-kanal NOC).
c. Apr 2021 — the As-Built/Proposed plan above circulates, already marking specific parcels as outside the approved LOP.
8 Apr 2022 — CDA grants the full LOP approval + NOC to Bahria Enclave.
Mar 2026 — CDA issues a notice alleging development beyond the approved layout and conversion of amenity land in Bahria Enclave-I. Unresolved as we write; we track it in the investment guide.
21 May 2026 — CDA public notice records graveyard land in Bahria Enclave-I being transferred into CDA’s name — scheme formalities visibly still in motion.
11 May 2026 — NAB writes to CDA: sponsors across ICT are misrepresenting approval status by not displaying approved LOPs, or by showing outdated or unapproved plans to the public.
20 Aug 2026 — CDA Planning Wing (letter No. CDA/PLW/DG-SP/General/2026/1280) directs every private scheme sponsor in ICT, on 10-day compliance: upload the approved LOP on the society’s website, display it at booking offices at minimum 7×5 feet with a QR code, share all allotment letters with CDA’s MIS, and — the sentence that matters most — only plots that are part of the approved Layout Plan are to be allotted or transferred (Clause 40, ICT private-schemes Regulation 2023). Non-compliance goes to NAB.
Bahria Enclave-I holds CDA Layout Plan approval — CDA's own register records the revised plan over 12,543.11 Kanal approved 29-12-2020 — and an NOC was issued on 8 April 2022. Read the register today, though, and the NOC badge says “Not Issued”, dated 25 November 2025. Both halves are true. Add the society's own plan sheet marking specific parcels as NOT part of the approved LOP, and 'the society is approved' still never answers the question that matters — whether YOUR plot is inside the approved plan.
This is the most important thing on this page. In a show-cause notice dated 31 March 2026, published on CDA's own site, CDA states that “there are 2 LOPs available in the record of Regional Planning Directorate, CDA, which are quite different from each other”, and that the plans differ on parks, playgrounds and green areas by a shortfall of more than 200 Kanals. The sponsor and the scheme's consultant town planner were summoned for 6 April 2026 with the original plan and the AutoCAD file; the notice was copied to SECP and to the then Director Regional Planning, whom CDA describes as the signatory of both plans. The two CDA notices three weeks apart even give different plot totals for the same scheme — 85,823 and 8,828. Practical consequence: when someone shows you a map, ask which plan it is, whose copy it is and what date it carries. “It's on the map” stopped being an answer in March 2026. Read CDA's notice.
Under the ICT 2023 private-schemes Regulation (Clause 40) that CDA re-asserted on 20 Aug 2026: allotment letters carry no credence unless CDA-vetted, and CDA's system is to allow only plots that are part of the approved Layout Plan to be allotted or transferred. An out-of-LOP parcel therefore risks transfer refusal, building-approval problems and dependence on future regularisation — which is precisely why such plots trade at discounts that look tempting and usually aren't.
Three routes, newest first: (1) CDA's 20-Aug-2026 directive orders every society to display the approved LOP with current status at booking offices (minimum 7x5 feet, with a QR code) and upload it on their website — ask to see your plot number ON that displayed plan; (2) ask for the allotment letter's CDA vetting; (3) send us the plot number on WhatsApp — the LOP check is part of our standard five-check verification, in writing, before any token.
20 Aug 2026 ke CDA hukum ke mutabiq har society ko apna approved LOP booking office par (kam az kam 7x5 foot, QR code ke sath) display karna aur website par daalna lazmi hai — wahan APNE plot number ko us naqshe par dekh kar tasdeeq karein. Allotment letter ki CDA vetting bhi poochein. Ya plot number humein WhatsApp karein — LOP check hamari 5-check verification ka hissa hai, likhit, token se pehle.
